To paraphrase from the NRHP application,
Taverns was the center of public affairs in early Missouri history. To truly appreciate this the fact that the first state legislature met in a tavern as well as the first state constitution was drafted in a tavern must be realized.
With this in mind, many taverns were very important meeting places, as the Gardner House being no exception. It was located only a few blocks from the Federal Land Office. It is known that the house served as a place of public entertainment for at least the years of 1828 and 1829, but probably served as a tavern until 1847.
