From a distance it looks like a REALLY BIG manhole cover.

But from a closer vantage point, it becomes obvious what it is. It's a four foot compass rose outside of a relief map of the surrounding area. Inscribed on the perimeter are the words "Historic Highways-Waterways 1811-1954."
It appears to be made of cast iron and rests in a central area of Castlegar's "Millennium Walkway", created for the millennium in 1999 and 2000.
