This is a standard WYDOT aluminum capped Project Control Monument, set in the sidewalk by Byron Memorial Park.

This WYDOT project control monument is in the sidewalk on the south side of Main Street at the eastern edge of the town of Byron, toward the western end of Byron Memorial Park. It is a standard 3 ¼” aluminum cap. Markings are "BHCB - 16 - Survey Marker - 2015 - Wyoming Dept. of Transportation.

I have yet to find Wyoming Department of Transport project control monument datasheets.
