This piece is called Carnivore by Mark Garro. It was created for Stamford's Art in Public Places event in 2001. Every year, Stamford chooses a theme and displays public art around the city that goes with that theme.

"Since 1994, the city of Stamford has presented summer-long outdoor sculpture exhibits. The program’s goals are threefold:

-To promote the downtown as a regional tourism destination using art as vehicle
-To enhance the image of the downtown through a quality sculpture exhibit
-To foster art appreciation in diverse community"

This car is from the 2001 exhibit, Art-o-Mobiles, and has stayed in place. It's called Carnivore. It is a car decorated to look like a T-Rex.
