León está considerada “Cuna del Parlamentarismo” por la UNESCO, y con este motivo se ha erigido una estatua en honor a Alfonso IX, el rey que convocó la primera Curia Real en la que por primera vez en la historia, representantes del pueblo llano tuvieron voz y voto en asuntos del gobierno del reino. Los “Decreta” surgidos de estas Cortes son el documento más antiguo del sistema parlamentario europeo.
La escultura es obra del escultor Estanislao García Olivares y se emplaza frente a la fachada trasera de la Real Colegiata de San Isidoro, donde tuvo lugar la histórica Curia. Está realizada en bronce y representa a este rey de León con un estandarte en una lanza en la mano derecha y un escudo en la parte izquierda con la figura de un león rampante, en el que apoya el brazo izquierdo.
En el pedestal se puede leer la leyenda: “ALFONSO IX, REY DE LEÓN 1188-1230”.
Alfonso IX de León? (Zamora, reino de León, 15 de agosto de 1171?- Sarria, reino de León, 24 de septiembre de 1230) ?fue rey de León desde 1188 hasta su muerte. Su hijo Fernando III el Santo acabaría uniendo en 1230 los reinos de Castilla y de León mediante la Concordia de Benavente, lo cual supondría el surgimiento de la Corona de Castilla.
Hijo de Fernando II y de Urraca de Portugal,1? tuvo dificultades para hacerse con el poder debido a las intrigas de su madrastra Urraca López de Haro, que aspiraba a entronizar a su propio hijo, el infante Sancho. A lo largo de su reinado tuvo numerosos conflictos y tensiones con su primo Alfonso VIII de Castilla. Debido a estos, estuvo ausente en la batalla de Las Navas de Tolosa, pese a lo cual realizó una gran actividad de reconquista, recuperando para la cristiandad las ciudades de Cáceres, en abril de 1229,? Mérida y Badajoz, en la primavera de 1230, y en general toda la mitad oeste de la actual Extremadura.
