In 1971 only 5 families lived in this area but with the building of paved roads in the late 1970's, the start of mail delivery and garbage service, and the opening of the Dames Point Bridge in 1989, a population boom began.
The City purchased the property in 1981 and the first facility built at the park was the community center in 1985.
