This building in Rotterdam was designed by C.J.M. (Carel) Weeber constructed between 1979-80. The Dutch architect who took me on a tour of the building said it was a design concept that didn't exactly work out in reality. Portions of the building were too close to each other and created narrow, echoing spaces in the interior court. Small-sized apartments required that management install storage sheds on the interior courtyard "cluttering up" the groundplane. Also, because it was subsidized housing, many residents did not have the means or time to help maintain the building.
