This statue is found within the grounds of Wat Yannawa (WM93JA). This Wat was founded long before the reign of Rama 3, however, he substantially upgraded the Wat, and built the Chinese junk shaped Wihan (prayer/worship area), and gave the Wat its current name. The name means 'boat conveyance', so the Wat is referred to locally as the 'boat Wat'.
King Rama 3 was an accomplished King. He fought several largely successful wars with Thailand's neighbours, sponsored the growth of commerce, kept the nefarious British colonialists at bey, and was a faithful Buddhist.
