The Riverside Golf Course opened in 1923 on the Bluffs overlooking the San Joaquin River, 10 miles from Downtown Fresno. Back then the nearest town was Herndon along Old US Route 99. Herndon has since incorporated into Fresno. The course was a privately owned and lasted through the depression - a popular destination for golfers. Residents had been playing golf in one form or another at the site since as early as 1895.
In 1938 the City of Fresno purchased the course and sought funding from the Federal government via the Works Progress Administration. The course was enlarged to 18 holes and designed by William P. "Billy" Bell, a prolific California Golf Course Designer of the era. Bell's work also included courses in Tucson, Rancho Mirage, and Alameda among others. In 1939 the course was reopened as Fresno Municipal Golf Course (Fresno Muni). It reclaimed its original name in 1947. Today it is still a municipal course but is operated by a city contractor.
