Pictures have long been used to attract customers to tradesmen. This was a response to large numbers of the population being illiterate. The first pub signs were very simple and clearly understood symbols such as a bit of grapevine hanging outside of an establishment to indicate that wine was sold inside.

The crooked billet is just that simple although there is no clear symbolism. It was, at one time practice to hang an unusual shaped (crooked) length of wood (billet), outside of premised selling ale and wine, to draw attention to the place.

Boots and Copper Kettles fall into this category of signage.
