Considered by many to be the "Father" of British Columbia, he would work as the Governor of the Colony of Vancouver Island until 1864. In 1858 he also became the first Governor of the Colony of British Columbia. He would hold both positions until he retired in 1864.

This statue is one of fourteen located in niches of the BC Parliament Library building. There is a plaque that shows the locations and names of the statues. The fourteen individuals are all considered to have some part in the creation or history of the Province of British Columbia.
