"As chairman of U.S. House Banking and Currency Committee, Spence was a delegate to 44-nation Bretton Woods (N.H.) Conference, 1944, to promote fair commerce. This led to creating the International Monetary Fund and Bank, and Spence's sponsoring legislation in Congress. A Newport native and University of Cincinnati law graduate, he served in Ky. Senate, 1904-08; and U.S. House, 1931-63."
