Taking an unpaved road from the main highway near the town of Pandan, Antique Province, brings one to the road's end here at the village of Malumpati after about seven kilometers. The main attraction here is the cold springs, a deep pool suited for swimming and picnics. The trail also begins here to the headwaters of the The Bugang River which has won numerous national and international awards as the cleanest inland waterway in the Philippines.

This water tower is part of the Pandan Water District which was sponsored in part by the Japanese Rotary Club. The pumping station is also located here, just upstream from the water tower.
