This mural depicts the surrounding neighborhood morphing (or reverting) into a jungle. We know this because we see the street signs for the intersection in the middle of the jungle scene. One corner of the mural seems to depict an Indian boy gazing at the viewer while another boy in the deep background is looking at his reflection in a pool of water.
There is no artist, title or date presented at the site.
Note that there is a set of artistically painted utility boxes near this mural which also seem to have nearly-hidden Indian faces peeking out around jungle leaves.
