UNFORTUNATE UPDATE, AUGUST 13, 2012: Some idiot has whitewashed this utility box and the picture is no longer visible. None of the other boxes in the area have been so vandalized, but this really, really stinks. Anyway, here's the original description, and I'm glad that we do have photos of the artwork:

This face is a "red head" in the sense that her skin, not her hair, is bright primary-color red. Her hair is black and blue with white highlights.
Usually there is one of those "live billboard" guys twirling a sign near this box, but today I got an unobstructed photo because he wasn't there.
I don't think the leering hippo and other stickers on the north side of the box are part of the artwork, but just random stickers, but I'm including a photo of them for completeness' sake :-)
