I'm not a bird expert, but after studying Wikipedia I think it is probably the sub species, the Hobby. http://en.wikipedia.org/wiki/Hobby_(bird)

Falconry is often associated with royalty. The pub has a blue plaque from the Littleborough Civic Trust attached to the wall. It does not mention anything about how the pub got its name, nor whether it had any associations with royalty. It does however have the following historical information.
