The Bear Lake County Library had an informal beginning through personal lending libraries in pioneer homes beginning around 1864. A more formal establishment occurred when the Oregon Shortline Railroad instituted a traveling library for the benefit of the railroad crews in 1882 and then openen up its use to everyone. By 1893 the entire library, housed in the Cottage Hotel was turned over to the city of Montpelier. The library suffered various periods of bad locations, library closures, and small collections of materials until November 16, 1907 when the library opened a new permanent location on the second floor of the First National Bank Building.
The Bear Lake County Library system came about in 1959 when the library district was formed combining the Montpelier and Paris City Libraries but retaining them as branches of the county system. The present library building was completed in 1966 with additions being completed in 1976 and 2000.
