The
Capital Wheel at National Harbor is out at the end of a pier and from the top (180 feet above the Potomac River) you have a spectacular view of the surrounding area, including the Washington D.C. Mall several miles to the north. And like most any Ferris Wheel it has plenty of lights for a spectacular sight at night. See their web site, linked above, for more information.
