This hydrant is painted to look like a Dalmatian wearing a firefighter's helmet. Firefighter's helmets are designed with a long bill in the back of the helmet. The long bill protects the firefighters neck from falling embers and water.

Why a Dalmatian? Good question. Dalmatians get along very well with horses. Back in the days of horses pulling firewagons Dalmatians were trained to run in front of the the horses to clear people out of the path of the firewagon. This allowed firefighters to arrive at fires faster.
