" " Between 1933 and 1941, the Civilian Conservation Corps (CCC) had a work camp at Owls Gap (S-60-PA), east of the park. The corps members built pavilions, roads, beach, and restrooms during this period.

During 1935, the CCC dismantled the old dam and constructed the existing dam and bridge.

During 1987, the 32-acre park day-use area was designated the Whipple Dam National Historic District. This entry on the National Register of Historic Places recognizes, protects, and preserves the work site of one of the Depression-Era's most important relief programs -- the CCC.

The CCC work was performed to guidelines embraced by the National Park Service. The use of native materials and the rustic look exemplify the idea that parks should harmonize with the natural setting and not be glaring intrusions onto the landscape.

Today, all construction and repair work is done to complement the design character of the CCC architecture and construction methods.

"From 1933 to 1942, hundreds of thousands of unemployed men worked in camps throughout Pennsylvania. Some camps were on army bases, some were in national parks, some worked with the soil conservation service, but most camps were in state parks and forests."

Pennsylvania had the second highest number of camps (151) to California. Pennsylvania received so many camps because it already had a plan in place for the camps, thanks to the forward thinking of Governor Gifford Pinchot.

In 1935, Roosevelt created the WPA (Works Progress Administration) which was similar to the CCC but used local people who lived at home. Many roads, buildings and bridges were built in Pennsylvania state parks. "

Better known as the Owl’s Gap camp, Camp S-60 opened on June 5, 1933, and the camp was closed late in 1941 . The work assignments for the enrollees consisted of building and improving roads and bridges, cutting and mowing trails, and other forest work. They built quite a few of the roads around the Whipple Dam area, including the North Meadows Road . The men also constructed the stone and earth dam to form the lake at Whipple Dam State Park .

This camp had several company numbers including 399, 1381, 3306-V, 1355-C. Company 399 was the original. Company 1381 came when camp S-112 closed prior to 1940. Company 3306-V was a group of veterans that came from S-65 at Treaster Kettle. Company 1355-C was a group of colored men who came from MP-2 at Gettysburg."
