This piece look like a red-tailed hawk. At any rate, it is a raptor.
Christopher Romero a resident of Thornton Colorado has several public pieces of art throughout Metro Denver. He has donated a piece for the Thornton Veterans Memorial.
I was unable to find any more information about the artist.
