Polémiste, journaliste et politicien de talent, Tarte prit part à tous les grands débats politiques de son époque. Sous différentes bannières partisanes, il oeuvra à la sauvegarde des minorités francophone et catholique canadiennes, et à la promotion du Canada dans l'Empire britannique. Il fut élu à la Chambre des communes en 1891 et, lors des élections de 1896, fut le principal artisan du triomphe de Laurier au Québec. Ministre des Travaux publics (1896-1902), Tarte améliora la navigation commerciale sur le Saint-Laurent et contribua à faire de Montréal le premier port en importance au pays.

A brilliant polemicist, journalist and politician, Joseph-Israël Tarte engaged in all the important political battles of his time. Under various political banners, he worked tirelessly to safeguard the French and Catholic minorities within Canada and to strengthen Canada's position within the British Empire. Elected to the House of Commons in 1891, he was the architect of Laurier's triumph in Quebec in the 1896 election. As minister of Public Works (1896 1902), Tarte was instrumental in improving commercial navigation on the St. Lawrence and making Montréal the premier port in the country.
