"Anlass ist der Neubau des Parkdecks „Runder Turm“. Mit der Ausschreibung möchte die Stadt Andernach geeignete Entwürfe für Kunst am Bau erhalten. Das Gebäude befindet sich in unmittelbarer Nähe zum Runden Turm, dem Wahrzeichen der Stadt Andernach und der historischen Altstadt. Im Zuge der Vorbereitungen für die Bauarbeiten wurden auf dem Gelände bedeutende römische Funde entdeckt. Ein Straßenzug der Händlervorstadt mit Streifenhäusern, mit Brennofen, Therme und Wandmalereien konnten ausgegraben werden.
Man erwartete Entwürfe, die sich wünschenswerter Weise mit diesen Funden befassen und die Geschichte der Stadt zum Thema haben oder den Gebäudezweck unterstreichen.
Die in den beigefügten Plänen gekennzeichnete Situation soll eine künstlerische Ausgestaltung erfahren, die inhaltlich eine adäquate Beziehung zum Gebäudezweck aufnehmen und künstlerisch herausheben soll.
Die Stadt Andernach eröffnete direkt am Runden Turm ein Parkdeck. Es befindet sich in direkter Nähe zum Runden Turm, einem gotischen Wehrturm aus dem 15. Jahrhundert und nationalen Baudenkmal. Andernach ist eine der ältesten Städte Deutschlands. Auf dem Gebiet des Parkdecks wurden vor dessen Errichtung bedeutende archäologische Funde aus der Römerzeit sichergestellt. Wünschenswert wäre eine Berücksichtigung dieser Funde oder eine Bezugnahme auf andere Ereignisse der Andernacher Geschichte in der Ausgestaltung der Entwürfe.
Im Innenhof des Parkdecks ist eine 120 m² große Fläche für Kunst am Bau vorgesehen. Sowohl die Grundfläche als auch die vertikalen Flächen des Innenhofes oder der umbaute Raum stehen für die künstlerische Ausgestaltung zur Verfügung. Somit sind auch raumgreifende Werke denkbar.
Die einstimmige Entscheidung des Preisgerichts fiel in der 3. Abstimmungsrunde auf die Arbeit von Wolfgang Helfferich.
Der Entwurf regt zum Schmunzeln an und ist humorvoll. Die Stahlfigur ist etwas grob, insgesamt aber ein Hingucker. Der Kampf gegen das Automobil – und damit überraschend simpel und wenig akademisch. Man ist der Meinung, die Skulptur sollte beleuchtet werden. Vielleicht sollte auch die Beleuchtungsanlage des Fahrzeugs selbst genutzt werden. Der Erläuterungsbericht erwähnt verschiedene mögliche Varianten des Fahrzeugtyps. Die Jury spricht sich für einen Opel Kadett oder Ford Taunus aus. Die Variante Renault 4 wird abgelehnt.
