French army engineer Pierre L’Enfant is often credited with the layout of the city of Washington DC but the familiar arrangement of museums, memorials and government office buildings surrounding the National Mall today is more the result of the McMillan Plan issued in 1901. Named for Senator James McMillan who sponsored the legislation, the commission was formed to address criticism of the architecture and public spaces in the nation’s capital.

Among the commission’s many proposals were two memorials, one to Abraham Lincoln and the other to Thomas Jefferson. One was to be located along the National Mall opposite the Capitol and the other to transverse the Mall opposite the White House. The Lincoln Memorial was completed in 1922 and the Jefferson Memorial in 1943.

Designed by architect John Russell Pope, the open-air memorial includes design elements from Monticello and the University of Virginia Rotunda, both of which were designed by Thomas Jefferson. Inside stands a nineteen-foot-tall statue of Jefferson by Rudolph Evans. Many U.S. postage stamps have shown the Jefferson Memorial, but this is the only one to date that shows the statue clearly.
