I found this news article explaining the Wall of Fame when it was first unveiled in 2011:
"On Friday evening, the 'Wall of Fame' (or 'The Wall of Fame') was unveiled in the urban sports hall. Erik Smeets of the Turnhout Sports Council emphasized that the Turnhout sports talents provide much-needed publicity and motivate other athletes. That is why the idea of the 'Wall of Fame' came about and the location became the sports hall, the place where many athletes come together. Part of the wall is permanently reserved for the participants of the Olympic Games in Turnhout and the sports figure elected on the occasion of 50 years Sports Council. The other part changes annually and mentions the sports laureates and clubs of the past year.Schippers of Sport Eric Vos was allowed to introduce the talents and said that the first Olympic participant in Turnhout is a boxer, Jos Vissers. He won a silver medal in 1948 and won 103 of his 106 camps. Four years later it was Louis Schoenmakers' turn who took part in the 1952 Olympic swimming competitions in Helsinki.
