This fire hydrant is not directly in the historical center of Santo Domingo, where all the tourists stay, but it's easily walked from there.
The paint represents the Dominican Republic flag. White, red and blue. Also, it's placed in front of a barber shop, also decorated with the same colors, so perhaps there is a connection.
