Dover is about 1143 miles from Altoona. The time the ISS took to travel the whole distance was 3 minutes and 54 seconds.
I had a splendid view of the ISS from an open are near my home in Dover. The sky was slightly hazy and only the brightest stars were visible. The bright waning gibbous moon did not interfere with viewing. The ISS arced over the eastern sky from SE to ENE and was visible from my location for about three minutes.
