This sculpture is called One Trick Pony. It is part of a 2012 art installation around the city of differently-decorated horses.
This artist is named Jen Cahill.
The horse is painted to be a zebra on its back legs. It has a pink and white saddle, and a tiny monkey is riding on its back.
This is next to another horse sculpture called the Hospitality Horse.
