Het pand
is een ontwerp van architect A. Kok en is in opdracht van de Dijkgraaf
en de Hoogheemraden van het Groot-Waterschap van Woerden
gebouwd. A. Kok was in het dagelijks leven fabriek-landmeter
(hoofd technische dienst) van het Groot-Waterschap. In 1906 is het
bestuur van het Groot-Waterschap van Woerden hierin ondergebracht
en kreeg het de functies van Gemeenlandshuis.
Het bakstenen gebouw is in Jugendstil trant ontworpen en bestaat
uit twee bouwlagen. Het heeft een symmetrische voorgevel met een
verhoogd dakhuis onder een afgeplat zadeldak als beëindiging van een
flauw middenrisaliet waarin zich de ingangspartij bevindt. Bijzonder is
de rijke en zeer gevarieerde detaillering met zandstenen ornamenten
en tegeltableaus die in de gevel is opgenomen. Boven de vensters zijn
ontlastingsbogen in rode baksteen aangebracht met zandstenen aanzeten sluitstenen voorzien van florale Jugendstil motieven. De boogvelden zijn ingevuld met tegeltableaus waarop naturalistische voorstellingen
van watermolens, hefbrug, rivier en de oude uitwateringssluis van
Katwijk aan Zee te zien zijn. Ook het fries in de kroonlijst is voorzien
van tegeltableaus, met daarin vier verschillende afbeeldingen van
waterlelies. Boven de deur is een natuurstenen reliëf met het wapen
van het Groot-Waterschap en een plantenmotief aangebracht.
Het Gemeenlandshuis is als kantoor van het Groot-Waterschap in
gebruik geweest tot aan de opheffing van het Groot-Waterschap en
het opgaan ervan in het Hoogheemraadschap De Stichtse Rijnlanden
per 1 januari 1995. Sindsdien is het gebouw, dat de status van
gemeentelijk monument heeft, in gebruik als kantoor. Dat het
Grootwaterschap hier in het verleden gehuisvest is geweest is echter
nog steeds aan de gevel af te lezen.
