The R.E.B. Baylor statue is at the east end of Founders Mall on the university campus. Facing Mr. Baylor (with Baylor's Pat Neff Hall in the background behind him), follow the curb to the right (north) around the bricks in front of the statue. There is a memorial to a fallen soldier from the Vietnam War, and the disk is in the sidewalk just on the other side (west). This is an easy find, although reports on the Geocaching site (see below) suggest that it and the Azimuth mark may be the only ones in the collection you're going to locate. The original datasheet provides some background:

STATION DESCRIPTION

DESCRIBED BY COAST AND GEODETIC SURVEY 1942 (PLB)
STATION IS LOCATED IN THE CITY OF WACO ON THE CAMPUS OF BAYLOR
UNIVERSITY. MARK IS SET 15 PACES W OF AN 18-INCH HACKBERRY
TREE, 15 PACES N OF A LIKE TREE, 14 PACES NW OF THE SIDEWALK,
AND 50 PACES ENE OF A SMALL STATUE OF JUDGE BAYLOR. MARK IS
STAMPED BAYLOR 1942 AND IS SET FLUSH WITH THE GROUND.

SURFACE AND UNDERGROUND MARKS ARE BRONZE DISKS SET IN CONCRETE.

REFERENCE MARK NO. 1 IS SET IN THE SIDEWALK WHICH CIRCLES
AROUND THE STATUE AND IS STAMPED BAYLOR NO. 1 1942.

REFERENCE MARK NO. 2 IS SET IN THE SIDEWALK LEADING TO BURLISON
HALL 19 PACES S OF THE ENTRANCE. MARK IS STAMPED BAYLOR NO.
2 1942.

AZIMUTH MARK IS SET IN THE NE SIDE OF THE SIDEWALK RUNNING
PARALLEL WITH NINTH STREET, 7 PACES SW OF THE CENTER LINE OF
NINTH STREET AND 11 PACES S OF THE CENTER LINE OF SPEIGHT
STREET. MARK IS STAMPED BAYLOR 1942.

TO REACH THE STATION FROM THE INTERSECTION OF FIFTH AND
WASHINGTON STREETS GO SOUTHERLY ON FIFTH STREET FOR 1.15
MILES TO SPEIGHT STREET, TURN RIGHT AND GO 0.05 MILE TO THE
STATION ON THE RIGHT.

HEIGHT OF LIGHT ABOVE STATION MARK - 27 METERS.
