The Massena Bicentennial Clock is a freestanding four sided clock that is green with ornate gold colored trim. The clock face has black hands, Roman numerals marking the hours and dashes representing six minute intervals. The southwest clock face has an American flag and the inscriptions:

The top of the clock has a gold colored spire. Around the four corners of the top and bottom are egg shaped decorations. Ornate gold colored surrounds the face.
The clock is supported by a fluted green column set on a square base.
