?This memorial was put up in 1976 by the city of Philadelphia. It is dedicated to the city's fallen police and firefighters. The sculpture is called "Living Flame Memorial" and was created by a local sculptor, Reginald E. Beauchamp.
The circular marker at the base reads:
Those who come together in a community choose their brave and their strong to protect them from the perils of fire and from crime.
To our guardians who gave their lives so that we may live, we, the people, offer this grateful tribute.
