This article gives a detailed history of an bronze statue of an elk, placed by the Massachusetts Elks Association in June of 1923.

Sadly their isn't any mention of the time capsule.

So, it was either placed in 1923, when the Elks put the statue place or in 1973, during it's re-dedication. Since their is no mention of the Elks president, William J. Hopkins III, in the article my guess is that it may have been during the re-dedication. Or I'm completely wrong, it has happened...

It is to be opened June of 2023.
