Eastern Avenue was formerly a normal city street, with a simple bridge allowing it to span the Don River. In 1964, the Don Valley Expressway was built and Eastern Avenue was rerouted a small distance to the north to allow an on-ramp to the DVP to be built. This left the former Eastern Avenue Bridge disconnected from its namesake road, and the resulting road layout in the area made it impractical to connect it to anything else.
The city concluded that it would cost more to tear the bridge down than it would cost to maintain it indefinitely, and as a result the Eastern Avenue Bridge has lain dormant during the subsequent decades.
