The Foltz well is located on an abandoned picnic area on the Jefferson National Forest. This area is still a beautiful place to visit.
The Dedicated Marker reads:

How to find.: After parking follow the road to the old parking lot and the trail will be on your right right off the pavement. The well will be the first thing you see as you start on the trail.
Visiting Restrictions: A hiking trail follows along and pass the road to the well. The gate has been locked but the National Forest welcomes all but has closed the road to all forms of motorized vehicles and horse use unless otherwise authorized in writing by a Forest Ranger or the U.S. Dept of Agriculture Forest Service.
