Weird swimming signs found near Setubal in Portugal.

This signs were found by my sister while walking the area.
The Troia Peninsula has been under hard remodeling in the last years. Some large towers were imploded and a new touristic area has been (re)built including a new Hotel and a new Marina.
This 2 signs can be found entering the beach on the side of the Marina.
One of them depicts someone swimming while dreaming about an aircraft and the other,(placed on the back of the first sign), depicts the same character drowning but still dreaming about the plane.
The signs are new (as most things in the area) and we don´t know what they mean.
Maybe it´s a new sign warning not to swim with your head high up in the sky.
