The 9.30m tall sculpture was built at a cost of £12,500 in 1977 and was intended to be a monument to Swansea's city status. It was designed so that the arms would rotate very slightly once in 24 hours. An Evening Post, newspaper report from 1989 states that the motor had been switched off as the sculpture was not designed to cope with heavy rain which filled the underground motor.
