A sign with a strange image and a confusing sentence in the old train station of Lagos, Portugal.

The town of Lagos, in Algarve, Southern Portugal, has a new train station, located immediately after the nice old building. In the former station, there is a sign. Actually there are two of them, looking the same. And they are unusual for two reasons:
1) The image itself, as you can see in the photo. First time I see this symbol in my life.
2) The sentence says "Railways Public Domain - Forbidden to stay in this space". Well, if it's public, shouldn't be forbidden... and then, will it be Ok to pass through, but we can't stop there to, let's say, light up a cigarette....?
