A local farmer, probably with the last name of Patton, has become a magnet for all of the old agricultural implements and tools that other farmers in the area want to clear off their land. So he has improvised this display for passing tourists to stop and view.
These scoops were used for moving relatively small loads of earth short distances. The could be used for excavating ponds, terracing fields, creating roads, or other light earth moving tasks. The scoops swiveled on the ends of the draw link so the operator could adjust the 'bite' of the scoop and dump the load when the desired location was reached. You had to have a very well-trained horse to pull one of these scoops since both your hands were occupied operating it leaving no means for handling reins.
