The frame was created as part of the Nanaimo Public Arts Program. The piece is titled "Frame" and was created by artist Jason Gress in 2012. The frame was created from wood, steel, and latex paint.

Depending on which side of the frame you stand, the frame offers two scenic viewpoints: one of the ocean and harbor, and another of either the city and mountain (in winter when the leaves of the trees have fallen) or of the lovely park in which the frame is located (when the trees have leaves).

The frame was originally part of a Temporary Public Art Program, but has since been "donated to the City of Nanaimo by Nanaimo Art Gallery. It will be on display for many more years of enjoyment."
