The sculpture is 12 foot high and set on the steps of the Federal Hall National Memorial and depicts George Washington holding his hand on the Bible taking the oath as America's first President... an event that ocurred at that this location.
The 1883 bronze work is by sculptor John Quincy Adams Ward..and copies are located throughout the country.
The Smithsonian Inventory (visit link) provided the following info about the inscriptions:

"Right rear corner of bronze base:) J.Q.A. Ward/1883 Sculptor (On left of bronze base:) The Henry & Bonnard/Bronze Manuf'g Company/New York 1883 (On front of upper base:) GEORGE WASHINGTON/BORN FEBRUARY.22.1732/WAKEFIELD.WESTMORELAND.CO/VIRGINIA.U.S.A (Right of upper base:) ERECTED BY/VOLUNTARY SUBSCRIPTION/UNDER THE AUSPICES/OF THE/CHAMBER OF COMMERCE/OF THE/STATE OF NEW YORK/NOVEMBER 26, 1883 (On front of lower base:) ON THIS SITE IN FEDERAL HALL/APRIL 30, 1789/GEORGE WASHINGTON/TOOK THE OATH AS THE FIRST PRESIDENT/OF THE UNITED STATES/OF AMERICA signed Founder's mark appears."
