In Utica, within the Starved Rock State Park, is Bluff Trail which has a set of stairs that climbs from the trail at river level to the top of the bluff.
The Starved Rock State Park entrance is located off IL Route 178, just south of the bridge to the city of Utica, and north of the intersection with IL Route 71. Park at the main parking lot and walk toward the visitor center. You can download the brochure that contains a map of the park and use that, or you can obtain a more detailed map from the visitor center. The whole park is worth spending 2-4 hours in. The sandstone cliffs are remarkable - rising over 100 ft above the river.
There are several trails that climb up and down the bluffs. This one had one of the largest changes in elevation and was the most contiguous. The Bluff Trail is a trail that runs along the top of the bluff, above the several canyons that include Lonetree, Basswood, and Wilcat. I counted 148 stairs in all, with several landings.
There was no fee to enter the park. See the site for specific hours of the park, but they are generally from sunup to sundown.
