The stone in the park has two parts. The plaque on top commemorates the loss of the U.S.S. Maine battleship in Havana harbor.

It reads:
In memoriam
U.S.S. Maine
Destroyed in Havana Harbor
February 18th 1898

On the border it reads: This tablet is cast from metal recovered from the U.S.S. Maine

The plaque below reads:

Presented by
Keokuk Chapter
D.A.R.
June 14, 1916

The only other information I found was from a web search:

"History: "Remember the Maine!" The Maine was an American battleship that was sunk by an explosion while she was anchored in Havana Harbor the night of February 15, 1898. That phrase was taken up by the people of the U.S.A. to arouse patriotic support for the Spanish-American War declared soon after the harbor incident when 260 lives were lost. On June 14, 1916, a tablet provided by the Secretary of the Navy was used to honor those men killed." source: (visit link)
