The sculpture is entitled 'Taking the Oath.' There appears to be a bit of the raised right hand missing (fingertips).
The inscriptions read:

There is a plaque inside the capitol building that lists the soldiers who died in the Spanish American War. I have uploaded a photo of that plaque with the honor roll. The building is open to the public Monday through Friday, 8 am to 5 pm; closed on state and national holidays.
