There is no plaque at the site but this website (visit link) has an additional photo and informs us:

"Archangel by famed Mexican sculptor Alfonso Arambula Robles. It’s located by Barracks 16 at the former Naval Training Center San Diego."

The "head" of the sculpture has two circular portions which turn as they capture the wind. The tall piece, though abstract, seems to depicts a woman wearing a dress and has iron wings at her back.
