Seated at his desk is the first President of the Republic of Texas, David Gouverneur Burnet.

With quill in hand could he be working on an article for Mirabeau B. Lamar?

Lamar and Burnet were working to publish a "history of the republic", in which they planned on exposing Sam Houston. Not surprising, Lamar was unable to find someone to publish their manuscript and Burnet burned the documents shortly before he died in Galveston on December 5, 1870.
