The chain link safety fence was placed to prevent falling over rails of a pedestrian walkway that extends along the dam for Lake Murray. The lake, near Lexington, SC, is a popular recreation area for locals as well as tourist to the area. It was not immediately apparent when the fence actually began its alternative life as a collection of padlocks symbolizing love interest by the placing parties. The earliest dated media material I could locate is from 2013.
