"25 years ago, the Provincial Council of Lugo gave its final approval to the statute of what would be the local consortium of Os Peares , a formula that was adopted at that time in order to organize the administrative labyrinth of this peculiar town divided between two provinces - those of Lugo and Ourense—and four municipalities: Carballedo , Pantón , A Peroxa and Nogueira de Ramuín . According to information published in La Voz on April 7, 1999, the plenary session of the provincial body took this important step with the votes in favor of the PP—seventeen deputies—and the abstention of the four representatives of the PSOE and the three of the BNG.
The nationalists, according to the news, justified their abstention by being against the creation of consortia, "speaking out in favor of other administrative solutions," and at the same time "asking for greater participation by political groups." For their part, the socialists "had conditioned their support on a commitment from the to the management carried out.
With this approval, the information published by this newspaper also said, the statutes of the future Os Peares consortium had already begun their way back to this town after all the institutions involved had given their approval in the first instance. During the period of public exhibition of the regulations of the future minor entity - which would be the first of its kind in Galicia - no allegation had been presented against it, neither in the province of Lugo nor that of Ourense. The statute had thus passed without difficulty the examination of the Department of Xustiza, which sent it back to the two councils and the four town councils with jurisdiction over Os Peares.
Once the Lugo Provincial Council had definitively approved the statute of the future consortium, all that remained was to obtain the approval of the city councils. After that, the file would be sent to the Consello da Xunta, which should give final approval. The consortium would be established when its statutes were published in the Official Gazette of Galicia.
Creation in December
The new entity would actually be established in December 1999 , but its creation would not solve all the problems. In January 2004, a report by La Voz reviewed the path traveled since then. "Four years later, practically nothing remains of the initial illusion," the news said, since she had been "buried under a thousand quarrels, some personal and others between neighborhoods." The consortium was chaired by the then mayor of A Peroxa, Manuel Seoane, who commented that "although it was important that the politicians agreed, now the neighbors should divide . "
In the opinion of the councilor - although he specified that his opinion would not sound popular - the main problem was due to the fact that a place in the government of the consortium had been reserved for the residents , although indirectly and appointed through the local association A Chambariceira. , the only one that existed in 1999. Four years later there were two, since another had been created, called Sen Fronteiras , spun off from the first. The division, according to the majority of residents consulted by La Voz, was not due to major differences in criteria regarding the operation of the consortium, which in its first four years had managed the construction of a river beach, a pedestrian bridge and several walls of containment. "What there is plenty of is personal hostility, jealousy between neighborhoods and veiled accusations" about some works, the information said.
An initiative that was forged in a meeting in Pantón in 1997
The creation of the Os Peares consortium was an old aspiration of the residents , who suffered numerous administrative problems due to the division of the town between several municipalities, provinces and judicial districts. In 1997, significant steps had been taken in this direction. On July 31 of that year, La Voz reported on a meeting held two days earlier between the presidents of the two councils and the mayors of the four councils. At the meeting, which took place at the Pantón town hall, the creation of the consortium was discussed and it was agreed to launch the necessary procedures to establish it. According to the forecasts of the participants - which later turned out to be too optimistic - it was expected that the new entity would be able to come into operation at the end of the following year.
The Pantón meeting had been preceded by several months by a series of contacts held between the different administrations in order to find a solution for Os Peares that was satisfactory for all . In that meeting, which lasted more than three hours, it was decided to create a local consortium, a new figure in Galicia that would have to be approved by the Department of Xustiza. Reaching this solution, according to this newspaper, had only been possible once the four town councils involved had put aside "their many reluctance towards the creation of a new local entity." The formula that was finally chosen guaranteed that none of the municipalities would lose a single neighbor as a result of the operation."
