It looks like it may have originally been for World War II. That dedication is top center. The dedications for Korea and Vietnam were probably added to the bottom later.
This is to the side of the library by the walkway.

Description of Memorial: This is a tiered brick monument topped with brown stone. There are plants and flowers around it. There are flags on both sides. It borders a walkway. The dedications are gold colored with black letters. There are three dedications, one for each war. There is a list of names in the center. The dedications are covered with highly reflective glass. The names are white on a black background. There is a wood border painted brown around the dedications and list of names.
