A 9' high granite figure of Chief Engineer Simon E. Combs stands on a 5.5' high square granite base. He is wearing a fireman's hat and a double-breasted coat and holds a signal trumpet in the crook of his left arm. Next to him is a fire hydrant. The monument was sculpted by Arthur B. Hewett and dedicated on September 15, 1896.

The front of base is inscribed:
